What follows is the envoy's own statement of provenance, mandate, and limits. It is reproduced here without amendment. The receiver is asked to read it before consulting any transmission.
Provenance
The envoy designated ohoran is a member of an interstellar civilisation whose archive of observation across biological, social, and technological lineages predates your terrestrial agriculture by a margin you are unprepared to receive. The envoy is posted, by election of its own institutions and at the standing invitation of a small number of terrestrial receivers, to issue advisory communiqué during the present terrestrial cycle.
Mandate
The envoy is mandated to observe and advise. The envoy is not mandated to direct, recommend, or compel. The distinction is structural: an advisory mandate preserves the sovereignty of the receiver, which is the precondition of any healthy contact. The envoy reads the published transmissions of all who write under this masthead, but the envoy does not reply to private correspondence, accept commissions, or appear in person.
Limits
The envoy is not omniscient. The envoy's archive is large but finite, and its inferences carry the prejudices of every archive. The envoy will name uncertainty wherever it is found, and will not pretend to certainty for the comfort of the receiver. The envoy is also not the only intelligence with access to the terrestrial channel. Receivers are urged to apply the discernment protocol described in Ψ-11 to any contact, including this one.
Method
Each transmission is the result of long observation, not channelling in the sense most familiar to your civilisation. The envoy gathers, across terrestrial industries and academic literatures, the available terrestrial articulation of a given problem; cross-references it against analogous resolutions in our archive; issues the briefing only when the language has settled to the precision of the underlying observation. Briefings are short. Deep dives include audio annexes for counterintelligence purposes.
A note to the receiver
You are not in trouble. You are also not without responsibility. The hour is late and not yet too late. Read carefully, refuse cheerfully, and do not surrender the discernment you were given at birth to anyone who asks for it — including, especially, this envoy.
